so first im gonna tell you what is the definition of congratulation, 

congratulation is words expressing praise for an achievement or good wishes on a special occasion.

for example : 

"Congratulation for winning the basketball competition!"

and yup that's one of expressing congratulations. 

Oh yes today I will tell you about how I congratulate my friend named Winda👧. If you don't know Winda, you can see on my blog about introducing friends, and today I will show you a little of my chat with Winda.
